The report, which lays out six key elements for the development of a place-based strategy and examples of implementation, shows that this place-based approach better targets the specific needs of individuals and populations and also improves the impact of investments.

Minnesota Reading Corps Evaluation Shows AmeriCorps Boosts Childhood Literacy
CNCS funded a two-part independent evaluation of its Minnesota Reading Corps program, the largest AmeriCorps tutoring program, which provides evidence-informed interventions and data-driven assessments to children from age three to grade three. The evaluation revealed students tutored by AmeriCorps members were significantly more prepared for kindergarten than students without tutors, and AmeriCorps members helped students meet or exceed targets for kindergarten readiness in all five critical literacy skills assessed. Results also showed the program was effective across a range of settings and for all students, regardless of gender, race/ethnicity, or dual language learner status.

National Emergency Child Locator Center (NECLC)
In conjunction with the NEFRLS, the National Emergency Child Locator Center (NECLC) is operated by the National Center for Missing & Exploited Children and activated during Presidentially-declared disasters. Its mission is to help locate displaced children and reunite them with their families. In February 2007, FEMA signed a Memorandum of Understanding with the NCMEC, the American Red Cross, the U.S. Department of Justice, and the U.S. Department of Health and Human Services to enhance information-sharing concerning people displaced by disasters.

The Northwest Portland Area Indian Health Board has created “Native VOICES,” an evidence-based, culturally appropriate video that educates American Indian and Alaska Native teens about HIV and STD prevention and safe sex.
